Dude. No competition. Paint.net is the best. I like photoshop too, but paint.net...woooow. I have TONS of plug-ins, and I can make cool things like:

Drop shadow:

Plus I can feather (My favorite tool)
Blur (plug-in that is amazing)
Drop shadow (plug-in that was in taht dropshadow thingy...)
Render flames (Boltbait plug-in pack)
And...
BRIGHTEN. (effin amazing. I love it so much, NO PLUG-IN REQUIRED, but patience is needed)

... Paint.NET is only for beginners, I would suggest GIMP, it's like having a free Photoshop application Razz. Plus, you don't have to go all around google to find good plug-ins, everything is there. Plus, brushes are easier to find and more useful.

I like paint.net and GIMP equally, as many of you have said, PDN is easier, but, GIMP has better plug-ins. Sometimes, I even use both to make one pic, lol

For people like me who have absolutely no patience whatsoever, I prefer Paint.Net. Its easy to use and quicker than Gimp. Plus, unlike GIMP, it doesn't crash every time i freakin' use it.

I prefer GIMP. It's more hands-on, as opposed to every little thing being done automatically for you like in PDN. I like having control over my work.

The only thing I use PDN for is text outlines.
